According to the article 1244 Civil Code of the Russian Federation, paragraph 6 item 4 Statute of Governmental Accreditation of agencies, performing collective administration of copyright and neighbouring rights, proved by the Governmental Regulation of the Russian Federation on 29th December 2007 ¹ 992, item 5.2.3 Statute of the Federal Service for the Monitoring of Compliance with Legislation in the Area of the Cultural Heritage Protection, proved by the Governmental Regulation of the Russian Federation on 29 May 2008 ¹407, Rosokhrankultura notified 31st July 2009 as the date of holding a meeting of accreditation commission agency on examination requests of organizations administering the rights on collective basis for receiving national accreditation for operation in the following spheres of collective governance:

- exercising of rights of exponents to obtain a reward for public performance, and also for announcing in the air or on television cable phonograms, published for commercial purposes (article 1326 Civil Code of the Russian Federation);

- exercising of rights of phonogram producers to obtain a reward for public performance, and also for announcing in the air or on television cable phonograms, published for commercial purposes (article 1326 Civil Code of the Russian Federation).
